RTI: Centre framing policy for PIL by Govt servantsLucknow: RTI information by Ministry of Home Affairs has revealed that Government of India is framing policy about Public Interest Litigations being filed by All India Service and other government servants. In a PIL filed by IPS officer Amitabh Thakur, Lucknow bench of Allahabad High Court had directed the Central and UP Government on 09 April 2014 to formulate policy as regards government servants filing PILs. Among the major charges made against Amitabh, when he was suspended on 13 July 2015 after Mulayam Singh threat episode, was filing of PILs.

Amitabh had sought information from the Home Ministry about the compliance of the High Court order. To this, S K Rastogi, Deputy Secretary (Police) has said that the Home Ministry got a copy of this order through Department of Personnel and Training (DOPT) on 07 May 2015. After examining the matter, the Home Ministry through its letter dated 30 December 2016 has requested the DOPT, as the nodal authority for service matters of All India Service officers, to frame a policy in this regards.

The Home Ministry has refused to provide copy of the Notesheet and correspondence, calling them prohibited documents under section 8(1)(h) and 8(1)(j) of the Act, related with investigation and personal information respectively.
